Proposal for Creation of Self Learning Study Material (SLSM) Repository – Tamil Nadu State

1. Background and Need

In the context of Outcome-Based Education (OBE), State Education Policy (SEP), and digital transformation in education, there is a growing need for accessible, high-quality learning materials that support self-paced, independent learning. Tamil Nadu, being a pioneer in education, must consolidate efforts in all universities to develop and deliver rich, interactive, and outcome-aligned learning materials through a Single-Point Portal.


2. Vision

To establish a unified Self Learning Study Material (SLSM) Portal that hosts high-quality, teacher-created learning content (4-Quadrant*) from all universities in Tamil Nadu, enabling equitable access for rural and urban students alike.

*(1) video lecture, (2) specially prepared reading material that can be downloaded/printed (3) self-assessment tests through tests and quizzes and (4) an online discussion forum for clearing the doubts for enriching  the learning experience 


3. Objectives

  • Encourage faculty members to create and upload self-learning digital materials.

  • Promote the development of Quadrant 4 materials (self-assessments, practice exercises, video/text-based instruction).

  • Collect and curate university-hosted content links into one centralized TANSCHE SLSM Portal.

  • Ensure content aligns with curriculum, learning outcomes, and employability.

  • Enhance the learning experience for students via anytime-anywhere access.


4. Implementation Plan

4.1 Phase 1 – Policy Communication

  • All University Registrars to issue a circular directing departments and faculty to:

    • Develop SLSM for each course taught.

    • Upload them to their university/college website under a dedicated section:
      www.universityname.ac.in/slsm

    • Follow standard format and file naming conventions (e.g., CourseCode_Title_Module.pdf)

4.2 Phase 2 – Faculty Development & Content Creation

  • Organize Training Programs/Webinars for faculty on:

    • Creating effective Open Education Resource (OER) materials (videos, PDFs, quizzes).

    • Using open-source tools (H5P, Canva, Loom, etc.)

  • Faculty to upload Quadrant 4 content:

    • Text-based Lectures

    • Slide Decks (PDF/PPT)

    • Short Video Lectures

    • Practice Questions / Self-Assessments (MCQs, Assignments)

4.3 Phase 3 – Link Submission and Aggregation

  • Registrars to collect SLSM URLs from all departments and colleges.

  • A standard Google Sheet format will be shared by TANSCHE for link submission:

    • University | College | Department | Course Name | Semester | Material Link | Language | Type

4.4 Phase 4 – TANSCHE Portal Aggregation

  • TANSCHE team will:

    • Aggregate all submitted links into the central SLSM Portal (slsm.tansche.tn.gov.in)

    • Add search and filter features (by university, subject, semester, language).

    • Tag materials as Urban/Rural Optimized (e.g., low bandwidth options).

    • Showcase Top-Rated Materials and Model Lessons.


5. Quality Assurance

  • Peer Review Committees at the University level will evaluate and rate materials.

  • TANSCHE will periodically select best practices for state-level recognition.

  • Materials must meet accessibility and language inclusivity standards (Tamil/English).


6. Expected Outcomes

  • Equitable and inclusive access to quality learning content.

  • Support for State Education Policy SEP-aligned blended learning and autonomy in learning.

  • Reduction in learning gaps, especially for rural and first-generation learners.

  • Boost in digital content creation culture among faculty.


7. Monitoring and Review

  • Quarterly updates to be submitted by Registrars to TANSCHE.

  • Periodic review meetings to:

    • Address implementation challenges.

    • Celebrate top contributors (faculty and institutions).

    • Improve content design and reach.


8. Technical Guidelines for SLSM Contributors

  • Materials must be:

    • Original, copyright-cleared, or open-source.

    • Uploaded in light-weight formats (PDF, MP4 under 15 mins).

    • Accompanied by a Course Outcome Mapping Sheet.

    • Hosted on institutional domains (e.g., .ac.in, .edu).

10. Conclusion

We urge all University Registrars and Controllers of Examinations to champion this project and ensure timely participation from their faculty and departments.
